H. J. Stourton, chief of police, who
last year banned scanty shorts and
bathing suits
as street
wear for
women tourists, forbade today the
scarf which leaves the back bare.
Blushing
constables who
were
seen last year with tape measures
enforcing
the chief's
order that
shorts be no higher than two inches
above the knee, stopped and warn
ed women who have hitherto proud-
ly displayed their sun-tanned backs
No
