PRODUCTIVITY AND PRICES INSUFFICIENT
The question naturally arises as to what has been the result of this increased efficiency. How has the increase in productivity compared with increased wage costs? This is a most pertinent question in the railroad industry where wages take more than 50 cents out of every revenue dollar.
First, as to productivity: The unions say that the way to measure productivity is in terms of traffic units per hour worked. A "traffic unit," under the I.C.C. regulations, consists of one revenue freight ton mile plus two revenue passenger miles. There are those who contend that measuring increases in productivity on such bare physical factors is im-proper, because it fails to take into account the improvements made by the investment of the owners and the skills of management.
