Every person engaged in the manufacture of cigars is required by Section 3390 of the Revised Statutes to enter DAILY in a book, the form of
which shall be prescribed by the Commissioner of Internal Revenue, an accurate and complete account of all leaf tobacco (unstemmed and stemmed), scraps, cuttings and clippings purchased by him; of all the articles aforesaid removed under permit; the number of cigars produced, removed taxpaid or in bond for export and tax free by employees for personal consumption, etc., and stamps purchased and used

stamped cigars and the value of attached and unattached stamps on hand on the first day of each month and whenever an inventory is taken, the report on Form 70-b, shall also be entered in said book.
