THE Convention assembled in the Council Chamber at 12 o'clock,
President Stockell in the chair.
In calling the Convention to order he
introduced Mayor Rose, who addressed the Convention as follows:
WELCOME ADDRESS OF MAYOR ROSE.
Mr. PRESIDENT
AND GENTLEMEN: The magnitude of the in-
terests represented by you, as chiefs of so many fire departments, ranks this Convention as one of more than ordinary importance.
Organizations for the extinguishment of fire are so indispensable for the protection of life and property, that they are now to be found in nearly every city of the civilized globe.
The ingenuity of man has
been taxed for two thousand years to discover and develop the most effective means to control firefighters firemen fire fighting.
