The only business of any importance transacted during the past week, apart from that mentioned in our
news columns and dispatches from Washington, was the consideration by the Senate on the 21st of the House bill to anthorize the people of Minnesota to forna a Constitution and
State Government, preparatory to
their sdmission into the Union. Mr. Biggs moved an amendment that none but citizens of the United States be entitled to vote in reference to the formation of a Contitation and State Government. He was decidedly in favor of confining the privilege of voting to eitizens of the United States, native or naturalized, in the formation of all organic laws. Mr. Brodhead was in fevor of the present proposition, because he be-leved the right of suffrage was cooxtensive with the ight ofeitizenship.
